What Is the Fresh Start Initiative?
The Fresh Start Initiative is a series of changes to current IRS Collection procedures and policies. The purpose of the Fresh Start Initiative to help both individual taxpayers and small businesses attempting to settle a past tax debt. Is was previously known as the Fresh Start Program.
The Fresh Start Initiative Program is designed to help US taxpayers develop a process for repaying past-due taxes, while potentially avoiding tax liens and collection efforts. As an example, if the taxpayer or business owes less than $10,000, the IRS may agree not to place a lien against real property or business assets. The IRS reserves the right, however, to put a tax lien against real property even when the balance is below $10,000, especially if the collection of taxes appears to be “at risk.” It is important not to ignore your tax problem, and to work with the tax attorneys and Certified Tax Resolution Specialist at Legacy Tax Resolution Services to resolve tax collection liabilities and recover control of your financial life.

The Fresh Start IRS Lien Release
The IRS Fresh Start Program is designed to reduce the application of liens, and to provide a process for the “withdrawal” of an IRS “Notice of Federal Tax Lien.” Our IRS Tax Attorneys and Certified Tax Resolution Specialists will manage all communication with the IRS on your behalf, and when certain requirements are met we can work to have the tax lien withdrawn, improving your credit rating and restoring control over affected assets.
Some of these "Fresh Start" programs require electronic payments (use a debit card) through an installment agreement, and the failure to complete the IRS Installment Agreement or the interruption of payments can result in the filing of a new “Notice of Federal Tax Lien” by the IRS, and a resumption of tax collection efforts.
The Fresh Start IRS Installment Agreement
U.S. taxpayers who approach the IRS on their own are confronted with a worksheet that calculates the amount “available” to be collected by the IRS – either in a lump sum or through garnishment of accounts, income or payroll – and this is based upon a national set of "allowable expenses". Unfortunately, this model does not take into account the increased costs associated with living in expensive areas of the country such as California and the greater San Diego area.
Many who attempt to manage this process are faced with a “budget” they cannot afford. If you default on an IRS Installment Agreement, you will be right back where you started.
Taxpayers who live in San Diego, San Francisco or Paducah, Kentucky will all have a different set of "allowable" expenses. Credit card payments are not "allowable expenses".
One problem many taxpayers in debt to the IRS encounter is keeping up with the changes in programs like the IRS Fresh Start Program. There are many details in the Installment Agreements, Offers in Compromise and other tax relief options that can be overwhelming. Some of the changes enacted by the IRS may not impact all individuals with tax debt and it’s difficult to know whether this will include you. The new updates to the Fresh Start Initiative are yet another set of rules to keep straight when trying to resolve tax problems.

The IRS will exhaust all possibilities to collect taxes that are owed, and IRS settlements through the Offer in Compromise program are not only an effective tool but a successful Offer is the optimum tax relief solution.
